Kostiantyn Velychko — a Ukrainian military and public-political figure, praporshchyk (ensign), head of the Sevastopol Ukrainian Council of Soldiers' and Workers' Deputies in 1917–1918.

Overview

Kostiantyn Velychko played a leading role in the national-cultural and military-political movement of Ukrainians in Sevastopol during the Ukrainian Revolution of 1917–1921. After the II All-Ukrainian Military Congress (5–10 June 1917), he headed the newly created Sevastopol Ukrainian Council.

Under his leadership, the Council advocated for the Ukrainization of units of the Black Sea Fleet, coordination of actions with the Ukrainian Central Rada in Kyiv, and the organization of elections to the Constituent Assembly of the UNR.
