State Militia and Mobilization Measures in the Kherson Region (1853–1856)¶
The state militia and mobilization measures in the Kherson region during the Crimean War (1853–1856) included the conscription of officials, peasants, and volunteers, the formation of Cossack detachments, and the reinforcement of the martial law regime in the southern governorates.
Overview¶
Due to the military threat, on November 19, 1853, a tsarist decree was issued declaring martial law in the Kherson and Taurida Governorates and the Bessarabia Oblast. Command of the troops was entrusted to Generals Osten-Sacken and Menshikov. Large-scale mobilization measures unfolded across the Kherson region: the formation of state militia units, the replenishment of reserve units of the 16th and 17th Infantry Divisions, as well as the recruitment of civilian officials and peasants into military service. The call to the militia triggered widespread social resonance, notably the emergence of the "Kyiv Cossack Movement" and anti-serfdom unrest among peasants who hoped for the restoration of Cossack rights and emancipation from serfdom.
