North Crimean Canal

The North Crimean Canal is a hydraulic system supplying fresh water from the Kakhovka Reservoir in the Kherson region across the Perekop Isthmus to Crimea. Prior to 2014, the canal supplied up to 85% of Crimea's fresh water needs.

Overview

The idea of constructing a canal to transport Dnieper water to the Crimean Peninsula has a long history. It was first proposed in the mid-19th century by the founder of the Nikitsky Botanical Garden, Christian Steven, though imperial authorities did not support it. In 1916, the concept was expanded and technically substantiated by engineer V. D. Nikolsky. In 1923–1924, based on his designs, the first layout scheme for irrigating the Crimean steppe with Dnieper waters was drawn up, and in 1930 A. S. Panpulov detailed in his conclusions the indispensability of the Dnieper as the sole viable water source for northern Crimea.

The direct decision to construct the Kakhovka HPP, Kakhovka Reservoir, and the North Crimean Canal was adopted by Decree of the Central Committee of the All-Union Communist Party (Bolsheviks) and the USSR Council of Ministers in late September 1950 (September 20, 1950). Design work began in 1951 by "Ukrvodproyekt," involving over 2,000 engineering and technical workers and 17 research and educational institutions of the Ukrainian SSR. Although Crimean Oblast was subordinate to the RSFSR until 1954, the RSFSR government carried out no survey or construction work on the peninsula. Only after Crimea's transfer to the UkrSSR, on March 15, 1954, did the Council of Ministers of the UkrSSR and Central Committee of the CPU adopt the resolution "On the Construction of the North Crimean Canal," placing the implementation of the project on Ukraine's resources. Preparatory work expanded dramatically from 1954, and construction officially commenced in 1957.

The main drivers for the Kremlin leadership in adopting this costly project were: solving the acute problem of supplying food to the Black Sea Fleet and Crimean resorts, as well as a hidden strategic objective — expanding the cultivation of cotton as a defense raw material for the Soviet army.
